Not on the sand in March. Panama City Beach banned alcohol on the sandy beach for the whole month of March in 2026, and also banned drinking in commercial parking lots. You must also be 21+ to drink anywhere in Florida. Rules for 2027 had not been published when this page was written, so check the city before you go.
What was reported for 2026
The latest published rules we can point to are the 2026 ones, as reported by local news. They are a guide to what 2027 may look like, not a promise of it.
| Question | What was reported for 2026 |
|---|---|
| Alcohol on the sandy beach | Banned. News Herald: “no alcohol on the sandy beach,” for “the entire month of March,” starting March 1 |
| Drinking in commercial parking lots | Banned |
| Last call | Alcohol sales ended at 2 a.m. in Panama City Beach and unincorporated Bay County |
| Minimum drinking age | 21, statewide |
| Booking a vacation rental | Only guests 21 and older |
One national roundup (Fox News, March 17, 2026) described a longer set of dates than local outlets did, and the sources did not agree on every date. That is why we treat “March” as the minimum and tell you to confirm with the city.

So where can you drink?
The beach ban is about the public sandy beach. Inside licensed bars and clubs, alcohol is served under each venue’s license, to guests 21 and older with valid photo ID, until closing time. For the PCB Club Card, that means the four partner venues: Hammerhead Fred’s, Señor Frog’s, Whiskey’s Saloon and The Liq. See the clubs explained.
If a venue has a deck or patio facing the water, ask the staff where its licensed area ends. The line between a venue and the public beach is the line that matters. Do not assume you can carry a drink out of a venue and onto the sand.
What about the hotel, condo or car?
- Parking lots. Commercial parking lots were included in the 2026 ban.
- Cars. Florida has its own open-container law for vehicles. Keep alcohol out of the passenger area and use a sober driver or a ride.
- Rooms and rentals. Rules depend on the property and on state and city law. Rentals required guests to be 21+ in 2026. Read the booking terms.
- House parties. Check the city’s current rules before hosting. Past years’ ordinances restricted large parties, and we did not find a 2027 version.
Why a rule you are about to break costs more than the drink
Penalties for beach alcohol violations were not given in the news reports we read, so we cannot give you a figure. We can say that in 2026 the city had more officers on duty, a designated high impact period from March 28 to April 11, and a new partnership with juvenile justice. If you drink under 21, Florida law treats possession as a second-degree misdemeanor on a first conviction. The cheapest plan is to drink in a venue, not on the sand.
A simple plan for the beach and the bar
- Day: beach, pool or a day party. Bring water and sunscreen, and keep drinks off the sand.
- Evening: eat, then go out. Drink only if you are 21+ with valid photo ID.
- Night: stay with your group and use a sober ride home. See spring break safety tips.
- Last call: plan on 2 a.m. unless the city says otherwise.
