Daytona Beach is a famous Atlantic coast beach where you can drive on the sand under strict county rules, while Panama City Beach is a Gulf Coast resort strip built around organized party weeks. Both prohibit alcohol on the beach, so choose by the style of week you want and read each place’s current rules first.
Side by side
We host parties in Panama City Beach, so we are not neutral. Facts below are from named sources, and judgment calls are labeled as our view.

| Driving on the beach | Not part of the experience | Allowed under Volusia County rules (see below) |

The Daytona Beach rules that surprise people
Volusia County’s beach safety page lists the rules for its beaches. A few that matter for visitors:
- Alcohol and glass. “Alcohol and glass containers are not allowed.”
- Driving. “Drive with your headlights on and at least one front window completely open.” Texting while driving is prohibited.
- Speed. “The 10 mph speed limit is strictly enforced. Violators will be fined $116 and up.”
- Parking. Parking is banned in front of Sun Splash Park, Frank Rendon Park and Flagler Avenue Park.
- Pets. Barred except for service animals, with dogs allowed only in designated areas.
- Noise. Music or noise audible from more than 50 feet away is illegal.
- Swimming. “Always swim directly in front of a lifeguard.”
These are county rules, they cover everyone, and they matter more in a crowd. If you plan to drive on the sand, read the page yourself before you go.
What Panama City Beach is like by comparison
Panama City Beach is not a drive-on beach. The week is built around venues: a day party at the beach in the afternoon, a themed party at night. The PCB Club Card covers day parties and nightly theme parties at four partner venues, with perks by card level. See the four partner clubs and the theme parties.
The tradeoff is that Panama City Beach has tightened its rules. In March 2026 alcohol was banned on the sand, bars stopped selling at 2 a.m., rentals required guests to be 21+ and unaccompanied minors faced a curfew. Our rules guide has the details.
Choosing between them (our view)
| You care most about | Consider |
|---|---|
| A famous beach and the sand itself | Daytona Beach |
| Organized nights in one strip | Panama City Beach |
| Bringing a car onto the sand | Daytona Beach, within the county’s rules |
| A week you can plan around a single pass | Panama City Beach |
| Staying out of a crowd | Neither is a quiet week in March; look at off-peak weeks |
A checklist for any beach town
- Check that your group is 21+ for drinking and carries valid photo ID.
- Read the town’s current spring break page and the county beach rules.
- Price the same dates in both towns, including parking and food.
- Decide how you will get home at night.
- Confirm lodging age limits. Panama City Beach rentals required 21+ in 2026, and policies elsewhere differ.
Bottom line
Daytona Beach is about the beach itself. Panama City Beach is about the organized week. Pick the week you want, then verify the rules for the exact dates. If Panama City Beach wins, check your week and the card. DoItForBreak has a Spring Break 2027 overview for planning.
