Quick answer

In 2026 there was a curfew from 8 p.m. to 5 a.m. for unaccompanied minors in the high impact zones, during a high impact period that ran March 28 to April 11. Adults were not covered by that curfew, but nightly beach closures and other measures applied in the period. 2027 rules had not been published when this page was written, so check the city.

What was in place in 2026

The short answer for 2026 is yes, for minors. The details, as reported by local news:

Item What was reported
Who Unaccompanied minors in the high impact zones
Hours 8 p.m. to 5 a.m.
Bars and clubs Minors without an adult could not be at alcohol-selling places after 10 p.m. (WJHG, Feb 2026)
Where Three Panama City Beach zones (including all of Pier Park and sections of Front Beach Road); Bay County set a similar zone east of the city limits
When The high impact period, March 28 to April 11, 2026
Enforcement Minors who broke the law in a zone were held at a facility until a responsible adult picked them up; the Department of Juvenile Justice was on site to process arrests
Related Double towing fines and parking fees in the period, extra officers, a command center
Whiskey's Saloon exterior lit up at night on Front Beach Road in Panama City Beach
Venues on Front Beach Road sit in the area covered by the high impact zones.

What the sources do not tell us

Good sources are clear about their limits, and so are we:

  • The age cutoff. The reports we read did not define “minors.” Most people take it to mean under 18, but check the ordinance.
  • Exceptions. We did not find the exceptions, such as being with a parent or at work, in the reports. Check the city’s rules.
  • Beach closure hours. A national roundup (Fox News, March 17, 2026) said overnight beach closures ran from 10 p.m. to 4 a.m. between March 12 and April 30, citing the city website. Local reports tied nightly beach closures to the March 28 to April 11 period instead. We could not open the city’s pages, so we do not give you a single set of hours. Check pcbfl.gov.
  • 2027. The high impact period was a new tool in 2026. The city has not published a 2027 version that we could find.

What the curfew means for adults

An adult 21+ with valid photo ID was not subject to the minors’ curfew. During the period you should still expect:

  • Extra officers and crowd control near Pier Park and Front Beach Road.
  • Possible nightly beach closures, so check the posted hours before you walk onto the sand late at night.
  • Higher parking and towing penalties, so park legally.
  • The standing March rules: no alcohol on the sandy beach and a 2 a.m. cutoff for sales.

If your group includes someone under 18

The police chief said at the February 2026 news conference, “Do not send your kids down here if you’re not coming with them.” Practical rules of thumb:

  1. Card venues admit 18+ with valid photo ID, so anyone under 18 does not meet the entry rule.
  2. An adult who brings a minor is expected to supervise them. The chief said adults should stay with the kids because police are not babysitters.
  3. Plan evenings for the minor that end before 8 p.m. in a high impact zone, or stay with a responsible adult.
  4. Check lodging policies. Rentals required guests to be 21+ in 2026.

A pre-trip checklist

  1. Check the city’s spring break and high impact period pages for 2027 dates, zones and hours.
  2. Check the Bay County Sheriff’s Office for county rules.
  3. Confirm the age definition in the ordinance.
  4. Carry valid photo ID.
  5. Choose the week that fits your group. The high impact period started March 28 in 2026, so earlier weeks were outside it. See Week 1 vs Week 4.
